Following the release of Fallout 4 in all regions, players have tried to add more features to the game through mods. Plenty of very interesting mods have been released for the game developed by Bethesda in the past few months, and today yet another one has been made available, a mod that will make those who have a complicated relationship with perks quite happy.
The new Fallout 4 mod is called Perk Reset Chem. The mod adds a Perk Reset Chem in the chemistry crafting station under drugs, allowing players to reset all perks including SPECIAL, refunding all points.

Your Archaeology level will increase by one every time you mine an archaeological Dig Site or whenever creating a item at the Archaeology Station. For every 5 levels in the Archaeology skill you gain a perk point that can be invested in any of the three skill trees.
The Reset Archaeology Perks activator can be used to reset all skills so the perk points can de redistributed. This can be done at any time, there's no need to max out a certain skill tree before it can be resetted (unlike the "Legendary" option in the vanilla skill trees).
Only known bug is if you have perk points available it will not clear them to Zero before adding your new perks. IE if you take the chem twice you just get free double perk points. Seeing as you can just console cheat anyway, I am not too concerned but if I find a way to fix it I will.
At the moment, there is no simple cheat to automatically reset all of your Perks in Skyrim. I actually prefer the system that is offered, however. With the cheat console, you can remove a Perk and recover a Perk point. It's better for those situations where you need only remove one point you regret spending. This page will teach you this process, and provide the Perk Ids you need to use the player.addperk perkid cheat to give your character any perk you want.
Use The Help Command to Look Up PerkIDsThe commands to remove and add perks rely on you knowing the PerkID, like many similar cheats in Skyrim. To find the PerkID type Help and a word to search for. Some can be hard to find with one word, such as Novice Restoration - you'd get results for anything with the word novice in it, or the word restoration. Instead, put the specific perk name in quotes. Help "Novice Restoration" will give you only one result and the PerkID you need. You can use PageUP/PageDown to browse the list of results in the console. Player.RemovePerk (PerkID)In order to remove a perk, you need this command. Typing player.removeperk 000153D0 would remove Illusion Dual Casting. Now the perk is gone, but your perk point is not recovered. In order to do so...
Player.Addperk (PerkID)If you've removed a perk, you have to manually place it elsewhere. There is no cheat to add a single perk point in Skyrim. Instead, use the list below or the help command to find the PerkID and use the player.addperk cheat with the number. Just be honest and only add the number you've removed. That is, unless you want an overpowered game. You should know if you're cheating hardcore that you need the prerequisites for a perk, so you might as well cheat and add them too...
Bring up character customization menu. Magicka, Stamina, and Health will be spread evenly on using this depending on your character's level. It will remove any custom point distributions. Note: Using TGM command before entering the menu will retain your original levels. Will only modify your attributes/skills/points/etc. if you change the race, sex, or select a preset from the list. Modifying cosmetic things like skin color/warpaint/hair/face shape/etc. will leave your points.

Updated April 27, 2022 by Erik Petrovich: Legendary Skills in Skyrim don't give players Legendary Perks, they instead reset progress in a Skill Tree to allow infinite leveling. There are pros and cons to the Skyrim Legendary Skills mechanic, which are now explained in further detail in their own section below. Be sure to remember what making a skill Legendary does, because there's no going back once the Skill Tree has been cleared and Perks have been lost. That's not to say it's all downsides, though - one of the best facets of Skyrim is its replayability, and this mechanic lets players stick with the same character through the game's vast amount of content and DLCs.
The Legendary Skills system acts as a kind of Prestige system that completely resets a skill while also refunding all points spent in that skill's associated skill tree. Legendary Skills start back at Lvl 15, giving players the opportunity to continue leveling that skill (and their overall player level) practically indefinitely.
Legendary Skills in Skyrim are kind of a mixed bag. On one hand, it technically makes the game near-infinitely playable alongside the game's Radiant quest system. On the other hand, it can stop a build dead in its tracks as you lose access to useful perks for specific builds - where would the Stealth Archer be without Eagle Eye, after all?
If playing through everything the game has to offer on one character sounds like something you'd like to do, then resetting with the Legendary Skill system is a good idea. If you don't mind going through the lengthy intro in Helgen and Whiterun, it's sometimes more fun to try out different races and playstyles than commit to a single character.
The main benefit to Legendary Skills is that it removes the level cap and allows players to theoretically gain as many Perk Points as they like. It also means that instead of forcing players to take on every skill in the game, Skyrim allows players to focus on a select few and always have the ability to level up, even if it means completely resetting one's progress.
Making a skill Legendary in Skyrim is a simple process, but it can't be done unless the player has maxed out progression in that skill entirely. Upon reaching Lvl 100 in a skill, the option to make it Legendary appears in the Skills screen.
